No comprehensive solution can be achieved in the Armenian-Azerbaijani Nagorno-Karabakh conflict without resolving the problems of all IDPs and without ensuring their right to return to their homes, the US co-chair of OSCE Minsk Group James Warlick said.
He made the remarks during the meeting with the representatives of Azerbaijani community of Nagorno-Karabakh.
When holding talks, the necessity of resolving the issue related to returning the IDPs to their homes is always emphasized, said Warlick.
Moreover, during the meetings, the OSCE Minsk Group raises the issue of people’s diplomacy which is regarded as a very important issue, he added.
OSCE Minsk Group representatives are on a visit to Baku, Azerbaijan. Earlier, they visited Yerevan and the occupied territories of Azerbaijan.
Warlick noted that there are no disagreements between the co-chairing countries – Russia, France and the US – and they together work on reaching a solution.
The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.
The two countries signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group, Russia, France and the US are currently holding peace negotiations.
Armenia has not yet implemented the UN Security Council’s four resolutions on the liberation of the Nagorno-Karabakh and the surrounding regions.
