The International Committee of the Red Cross (ICRC) has unveiled an updated list of names of 4,496 missing people, registered by its Baku and Yerevan offices and by its mission in Nagorno-Karabakh.
The updated list was presented to the parties in the Nagorno-Karabakh conflict, said the ICRC in a message Dec. 15.
According to the ICRC’s message, despite that over 20 years have passed since the signing of a ceasefire agreement, there is still no information about the fate of the missing people.
The previous list of names of the people missing during the conflict was presented in 2004.
Under international humanitarian law, parties to a conflict should make every effort to clarify the fate of missing people.
The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.
The two countries signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group, Russia, France and the US are currently holding peace negotiations.
Armenia has not yet implemented the UN Security Council’s four resolutions on the liberation of the Nagorno-Karabakh and the surrounding regions.
